Discussion 1

There is a dual responsibility for each committee that is charged with congressional oversight. The first is to administer the various agencies under its directive, investigate suspected or known problems, approve their budgets and furnish the House with report on these matters. The committee system is also charged with delegating duties to the committees and approving their leadership in specific areas.

The second role for each oversight committee is the responsibility for being the resident experts of the House on given programs and agencies. Oversight, if well conducted should be a combination of these two roles. Too much concentration on one role will compromise the committee’s ability to handle its issues effectively and can damage the credibility of that committee among its members.

There remains a persistent anxiety about intelligence and its role in the U.S government that will be hardly resolved. At some point, the notion of secret agencies with secret budgets runs counter with some deeply felt opinion of what and how the U.S government should conduct her issues. With the oversight team, the government is, in effect increasing intelligence. It is regarded as a complicated issue requiring congressional organizational reactions that deviate from the norm.

As a matter of fact, it is believed that the oversight system for intelligence residing in committees has done a commendable job. Given the highly secretive and at times compartmented nature of intelligence service, the intelligence committees find rough times while in the line of duty. However, it is strongly believed that the current system has been basically effective.

Discussion 2

Assessment of political power and influence is an important, but also a difficult issue. It is important in the sense that the incidents of power and influence are critical aspects of political and social life. It is difficult because power and influence are basically contested concepts and particularly hard to measure when complex decision making is involved. In presidential elections, for instance, it is hard, if not impossible for any single group of voters to claim unjustifiable influence in deciding the result. In spite of this difficulty, the media, interest groups, scholars and advocates spend much of their time arguing whether one group or another influenced the results (Burden, 2006).

In a ruling environment without a strong opposition, the party in power simply does as it pleases. While this might be resourceful, it implies that segments of population that are not comfortable with the way government is conducting its business have no legal remedy within the governing system. By providing an arena for political competition within governments, it facilitates citizens with recourse to governing aspects they disagree with.

However, even though a political environment high-level competition of ideas, it can produce absolute dysfunction at its worst. According to Frank (2004), debate and compromise can only work if the politicians are ready to agree to disagree. If the politicians in power think they are right and their counterparts in opposition are wrong, and that compromise is not an option, then the outcome can be very fatal. Public opinion can be a very resourceful determinant of a country’s financial policy. Therefore external influences are bad for financial policy implementation
